On the one hand, I can buy the IS-3.
On the other, I can buy the Ferdinand.
Which should I buy?

KV-1S is unbelievable rape in tier 6 battles. MM 2.0 keeps giving me tier 6-7s and I keep getting 1k+ exp from them. This was the latest one

Would have been the same stock grind with the IS3. Deal with it and get the 128mm and you'll see how the real ferdi is.
And the IS3 bounces even less

I would also maybe get the BL-9 before the turret, too.
The turret is nice but your agility is your armor and BL-9 is pure marder.

Gun ofcourse. And only tracks first if you need the extra weight to mount the gun.
