I can't play online in SR2 yet(PC downed and not at 4-8GBs RAM, i5-i7 processor, SSD, and a 1GB VRAM card, no xbl gold).
Once I do get a new computer, I won't bother with the 360 version anymore.

Not easily. You would need to learn how to use the tools and pack your own version using whatever source you wanted from each individual mod. A lot of separate mods use the exact same files as well, so you would have to compare both mods' files with the original file to see what exactly was done, then combine them, then pack them into a new patch.vpp_pc.

The first thing I have to wonder is if Powertools is actually installed correctly.
Install:
Extract the contents of the archive to your sr2 install directory
Right click on install.cmd and Run as Administrator
Did it create a symbolic link in that same directory to DXFreezerServer.dll
Did you edit Powertools.ini and adjust the last line with a new percentage value like: percentage = 0.78
Other questions:
Is your OS Windows 7 or Vista? Powertools will not work with XP (though the bug should never affect XP anyway.)
Does the Scroll Lock key toggle the OSD on and off? If not, then Powertools did not install correctly
Are you sure that you are running the Steam version? Powertools will only work with the encrypted Steam exe, and not a cracked exe, the GFWL release at 1.1, or the German censored version.
Have you verified integrity on Steam?
Try updating your Direct X libraries to the latese and greatest:

If all else fails, there is always cheat engine which will slow the game down too. The big problem with that app though is that it desyncs the cutscene audio:

Was playing around today with tweaking the daytime weather settings to get rid of that washed out look and make things more vibrant like the original Saints Row:

It's pretty interesting that Volition never included the Clear Skies weather condition as a stage during the times of day. I had to manually create new entries for it in the table file and was thus able to force it to have a better Tint/Saturation that way.
That pic is from high noon at its most saturated/colorful. It's slightly backed off before and after (in the morning and afternoon.) Still needs some work but I think I'm on the right track.

Also set it up as a cheat code so you can optionally turn the vibrant weather color saturation off and on (non-flagging save naturally.)
Would it be possible to change the color saturation in different areas? Like the wealthier part of town would be a richer color while the poor side of town would be a dark and dull color.

Unfortunately, no. Weather is weather wherever you are and not location specific in any way. You do kind of get that already though with the world geometry since the poorer areas are mostly browns with the occasional splash of color and the more affluent areas have lots of green grass and other color.

I hate to burst everyone's bubble, but Brian Farrell has continually made promises about Saints Row 3 that have failed to deliver. According to Volition's Community Manager, you should only listen to announcements directly from Volition and not THQ, when pressed about it. There was a huge stink about it on their forums concerning the Spike videogame awards where they misled fans that SR3 info was going to appear (according to Farrell and Volition never denied.) Volition has actually stated they will no longer confirm they are even working on SR3, and it looks like the SR team was moved over to the new Insanity game with Del Toro.
TLDR;
Brian Farrell is 20 lbs of shit in a 10 lb bag. Anything could happen, but I highly doubt we'll see the game this year.
EDIT:
I went looking for the threads on their forum where they were called out on all the misinformation from Farrell, and it looks like Volition deleted them all. Nice way to bury info that makes them look bad.
It doesn't hurt to be a bit optimistic.
