You'll still level up faster in Lithuania at the present. Wait until Monkey gives the all clear before you make the big switch is what I would recommend.
Also, even if the all clear came today, we'd need to wait a couple days anyway because of the large number of people who joined on Day 218/219.

Diplomacy is slow but in the works. Should be soon that we can move as long as things go well, but no guarantee on how many citizenship passes we get.
