For me I get an 80-90 ms ping which isn't bad, until I noticed the server is under 50 miles away.

No one is going to pay for you to host with your shit internet and most likely subpar computer. They could just as well get a real server host and actually play with good ping and more control.

You can't rent out homeran servers, unless you can assure people they're getting what they pay for.
With that DL/UL speed, you'd hardly be able to host a single decent server, and in the end it'd cost more than you'd earn.
Everyone, 9mb/s is better than you'll get on most home connections for upload. Although I'd expect more from a proper hosting company. My old rented dedicated server that cost £120p/m got 90mb/s upload and 80mb/s download, that's more suitable.
