Well that depends on how much time you wish to spend on the skills.
If you want to do it quickly, then both cooking and firemaking aren't very cheap.

Technically Woodcutting is the cheapest since all you need to buy is a rune/dragon axe.
It's also fast because of Ivy.

Fishing is pretty cheap, a harpoon/net is like <50gp
Fishing and woodcutting are production skills, you can't [b]buy[/b] your way to 99 with them
Well under certain conditions, cooking can make a profit.
Oh and 99 FM can be as low as 2M with willows. 99 Mage 5m using Curse.
