HL2 is 12 years after L4D. HL1 is around 2000. HL2 is 20 years later.

Why would anyone try to build a teleportation device when one was made roughly 20 years before hand and put to use in public in a battle ground? The Engi is the reason TF2 does not fit in the Hl2-Portal universe. It has no base on the whole reason BM and Aperture were studying portal technology which got us into this whole mess.

None that would be linked to the home world, but yes. There are citadels all over the place. The one Gordon happens to get is the main hub for the combine.
I hope that L4D and TF2 have nothing to do with the Half-Life universe
