ok, as redundantly impossible as this may sound, how well would a super late game ethereal blade on pugna be? all that intelligence gain, bonus damage from his nuke, and could that stack with his decrepify?
Doesn't stack with decrepify. There are better items if you want damage/utility/survivability for pugna but you could get it for fun.
I've seen a lot of atos rods on heroes like Silencer and Outworld Restorer

no its just good on those two
They both benefit from it, since both are squishy. It adds to their damage hugely as well.
What's a decent build for Kunkka? I usually max out tidebringer first, then equally level his water spout and X marks the spot. Maxing water spout first, then X. With items, I usually get a bracer first then go for phase boots, shadow blade then vanguard and a wand if I have the spare money from either good farm or decent kills.

If you get good at landing torrents or have a stun on your team, dont even level X mark the spot, go for stats instead, if you still dont feel confortable, only give 2 levels to X marks the spot, since the delay between that and the torrent fits perfectly.
Also about Build, you have a great starting/mid build, you can skip the vanguard sometimes, and then going for a Daeadlus/Desolator is great since you can one shot the entire team if you Tidebringer a crit.

Also if you really need the regen, a BattleFury could do the trick, but i heard its frown upon to build.

Sounds good so far, some core/early items you listed there like Wand, Boots, Shadow blade. Vanguard might not be necessary always, and Urn is another ok pick-up on Kunkka. There's some wiggle-room.
BUT by then you should be building Crystalys/Daedalus, which is pretty much the core-"luxury" item on Kunkka.

I'll start with stout shield, three branches, a set of tangoes, two clarities, then work on arcane boots, then vanguard, then pipe if no one else has, then bloodstone (will disassemble arcane boots for energy booster, then later buy phase boots), then heart unless they have lifestealer, then shiva's/blademail if they have a lot of rightclickers, then any other possible aura items if no one else has them already
and for skills I'll level up decay first, unless I'm laning with another good firstblood hero, in which case then it's tombstone first, I'll have one point in all three skills by level 3, then I'll max tombstone, then decay, then soulrip, and getting ult when available

Pretty good in item build. But I usually just get tangos and a basilius.
Skill build could use some work in my opinion.
Get one level of Decay and don't touch it again until you have Rip and Tombstone maxed. Yeah the cooldown is nice but the damage is minimal, the real effect is the strength steal. You can't really afford the mana for the spam early on anyway.
Get 2 levels in Rip at 2 and 3, this should give adequate damage/healing whatever you need.
Then max Tombstone along with getting your ult. Then back to Rip and finally Decay.
Also I say screw the mana boots and just go straight for phase, takes care of any embarrasing moments of getting stuck on zombies. Plus, it makes last hitting EVEN EASIER and you hit like a truck early on.
