Problem is, he went from being a counter to magic heavy teams, to a weird single target hero that has an ok nuke.

every 12 seconds. That's terrible in team fights. CotS is irrelevant outside of the laning phase.
CotS is meant to be combo'd with last word outside the laning phase though. You can also initiate with last word if you cast it on their carry or initiator and they get silenced/disarmed. Don't forget his ult is also there for teamfights as well. The nukes also give him ganking potential and more lane control whether he needs safe farming ground or he's supporting someone else. Last word also silences for twice as long to a single hero, and it has a pretty good casting range.

Yeah, but nobody is going to eat the full cots after the laning phase. So, the only thing it does is to force somebody to take a normal nuke and get silenced which is not a problem for most right click carries.
It's actually a reasonable counter to right click carries when combined with his ultimate.
At least until they get a bkb, as I mentioned earlier.

Actually Silencer is now a fucking awesome anti-carry. Cast Last Word on Anti-Mage as a teamfight starts and now he has to A) waste Blink or his ult, leaving him hyper-vulnerable and without an escape mechanism or B) he's already used his shit in which case you just shut him the fuck down.

Last word then ult. Until any carry has a bkb, this automatically silences them for 10-12 seconds, and disarms them for 6 seconds after 6 seconds. That's on top of anything else that the global silence is accomplishing. Even if you are throwing that on a utility hero like windrunner, that's still a mini doom level of silence minus the item usage.

Even in the worst case it is still fucking with his positioning considerably. AM is completely and utterly dependent on his blink. Without it he becomes much, MUCH easier to deal with. It basically forces him to disengage unless he is already guaranteed to win the fight for the sake of safety.
Especially in the early stages of the game when blink isn't necessarily fully leveled, forcing him to use it leaves him susceptible to slows, which is traditionally something AM doesn't give a shit about because he can just jump over trees and get away regardless.

New Last Word is going to make an impact.
It's "you lose, the sooner the better" kind of spell. Remove it early with a cast, 6 sec silence and damage right away. Wait a bit, and disarm will be slapped on top.
Now, in the midst of battle, how do you make a sentient choice about this ? 6 sec silence in crucial moment just for 1 spell might be hit or miss, same with withholding it for whatever reason.
The only way that counter it is BKB/magic immunity to remove it alltogether.
Exactly. Once the bkb goes off, global silence to go through it.
In one of the worst cases it forces a preemptive use of a bkb, which gets countered almost immediately.

The only way to make him viable is to beef up his stats and increase his movement speed and/or lower the cd on his ult to like 40 seconds (to compensate for the fact that he lost his best skill).

Pleaaase.
He is great hero. Mana atrition againt enemies with no way to spam their way out of it. Pack up some clarities, and stuff like Drow just falls over.
Glaives give him bonus pure damage that grows just by participating in teamfights and ganks. Hell, it reduces enemies int, it's very hurtful if done against heroes like Tide or SK, who do need their mana and can't spare it at times.
New Last Word is awesome spell that works in concjution with both Curse and Global Silence. If you Curse, you pretty much force either getting manaburned and health-burned then silenced and disarmed, or a nuke with 6 sec silence on top. With Global Silence ,you force full duration of both Curse and Last Word, ensuring even more silence and disarm.
Global silence ,is well, global silence. Nothing will cast, be it a hero ,creep, noone. Unless BKB beforehand.
He isn't hardest carry around, he isn't best support around, but he filles a great nieche. A hero who disrupts enemy spellcasters, or disrupts enemy's casting schedule in general, and whose duty changes fluidly from early game to late game. He also posseses strong snowball feature based on 4 Intellgience difference per kill within range/done by him, as enemies get -2, he gets +2. After 5 kills it's 10 int , a staff of wizardy, gone from enemy and give to you. Hell, it can be 5 assists you were near.
Now that I think of it, he is similar to Pudge. Pudge fills role of tanky ganker/teamfight disruptor/positioning destabilitator who grows the longer game goes on if he is doing his job.
If Silencer is doing his job, he starts out by harass/semi-support (unless he is given farm, in which case he just farms), then goes into teamfight/skirmish assistance, where he gets his basis for later semi-carrying.
Just saying he is bad/shit hero because he isn't best ranged carry around, or doesn't have tits like CM, is just being plain ignorant of his features and their synergy with other heroes in game and, worst of all, showing that you are narrowminded about heroes and their usage.
There are heroes who are weaker in some significant areas compared to other heroes, but their design in general is most of the time indicative of a role they fullfill better, or roles at times.
