As far as I know, you don't. Once you get to a certain level, you spawn with 2 of them.

1: When you fire semi, it matters how fast you press your firing button.
2: I think it mainly goes round their chest but i'm sure that i have lasso'd someone round their leg before.

I don't see how he got away that fast.
