Yeah ODST starts right after New Mombasa was destroyed and ends when Halo 3 begins.

No, ODST starts during the events of Halo 2, when the Covenant ship, and the Amber Clad jump in the city, causing damage to it. Many parts of New Mombasa slowly gets destroyed during the events of ODST, and the game ends during the evens of Halo 3.

I was still pretty close and by destroyed I meant the Slip space jump which in Halo 2 looks like it destroyed the city.
