Looks like the character designers were more than a little bit inspired by Epic's work.
I want to say they're a different species of Grunts, possibly from the unknown amount of time since Halo 3 or from being on the Forerunner world the game takes place on. They look weird as hell, but at the same time not unfitting.
Not only do the new grunt/elite designs look like they'd fit in a game from Epic, they also look like they're being rendered in Unreal Engine 3 circa 2007.

Fucking love the Elites. The grunts, pretty cool, but honestly I'm really interested to see if there's an explanation behind their armor deterioration. I'm really digging the whole guerrilla look, and how it illustrates the super-broken Covenant.

Well, we saw Heretics in Halo 2, who still didn't like Humans, but they also hated the other Covenant. We may be fighting the Remnants of those.
Maybe they're elites who still believe in the religion?According to the novels grunts stayed loyal to the elites, and maybe the jackles are just paid mercs/pirates.

If the new Halo book has taught us anything, it's that there is no central power in the galaxy anymore. Even the UNSC is having trouble keeping its borders regular. The Elites have no primary hierarchy anymore, there are loyalists to the Covenant still, as many as there are privateers and those who serve under the Arbiter.
In Glasslands, the UNSC is taking advantage of this [sp]by basically pulling a Cold War era-US and funding disparate groups so as to keep the Covenant species at war with each other, giving time for the UNSC to reconstruct the fleet, finish Infinity, get the Spartan IV program off the ground and refit our ships with Covenant/Forerunner tech[/sp].

Dafuq... I always imagined after the war that they would work on building alliances with the humans over the years, while finding new purpose, and regaining strength...

The UNSC has no reason to trust the former Covenant races, even the Elites. The Arbiter is only barely a friend to humanity- he respects us, but that means little considering the rest of the Elites only just tolerated the alliance for the sake of defeating the Brutes and Prophets (and to a lesser extent, destroying the Halo Array).
That's all done. Humanity is just a race that's been fighting a bloody war against them for 27 years, and has caused the deaths of billions of their fellows and the collapse of their society. We're malarial mosquitoes, to them.

It was constructed entirely in secret in the Oort cloud of the Sol system so that even if Earth fell, construction could continue and we could decimate a force, and run like hell with our brand new super ship. It's mostly a proof of concept.
However, it also carries a force of Spartan IVs. So, they use the holodeck onboard to train. Hence, Red vs Blue- Red team vs Blue team.
I don't think there was a statement as to [I]Infinity's[/I] actual mission, but it's the most important ship or thing in the UNSC at this point, and likely the most valuable tech asset next to a Forerunner warship or Halo.

Agreed, it sounds like if they'd finish it it'd probably be humanity's ultimate warmachine, having the best of the best of infantry (Spartan IV's) and the probably the best technology and weapons.
I didn't read the books after Cole Protocol though, Glasslands seems like a pretty interesting book.

It's good, it's made by CMT, and they've probably been working on this mod for 1.5 years now. It has all kinds of crazy shit like Halo 2/3 enemies and weapons, extra level segments (and if you download the Open Sauce mod) normally impossible to achieve graphics effects like bloom, normal mapping on dynamic objects and more. Probably one of the best Halo 1 mods there is.
