No they're trying to destabilize Sanghelios into a civil war so it will take them years to ever get back up to strength. Which by then the UNSC would have a large enough force to counter them.

I always got the impression that ONI works largely independent from the UNSC as a whole. Hood going to try to stabilize relations and asking arby to the memorial while ONI tries to [sp]get him killed[/sp] seemed to cement that.

Humanity held out for 25 years against the combined might of the Covenant. That was before we had [I]Infinity[/I], a full scale Spartan program and the races of the galaxy weren't fragmented and structurally incapable of supporting a renewed war.
Humanity still has the knowledge and society to rebuild the UNSCDF, and now that [I]Infinity[/I] is done, ships like it can be constructed (new UNSC ships built off of old designs, with Forerunner/Covenant tech). Until we get to that point, in order to secure the UNSC, it's necessary to make sure that the species who just spent the last 25 years trying to annihilate mankind are too bogged down with each other to focus on the weakened remnants of the human race.

The UNSC Infinity can technically be mass produced at hugely reduced cost.
Just look at the Airbus A380.

Could you imagine a fleet of [I]Infinity[/I]-class ships? Entire battlegroups of 3.5-mile long dreadnaughts plowing through enemy lines and travelling across the galaxy in weeks (maybe months).
Also, on the topic of travelling across the galaxy- it just dawned on me that Halo takes place in a [B]very[/B] small area. Across a section of Orion's Belt, I think, up to the edge of UNSC space. Slipspace travel really is quite slow. Only in the Forerunner books did I see mention of truly long range travel, apparently the Forerunner Empire spanned the entire galaxy, and they'd explored a few other "dimensions" or universes.

It works. It wouldn't surprise me if ONI tried to keep the Arbiter in power while also trying to play his enemies against him. The Arbiter is human sympathetic, so having the government of the Elites happy with mankind but too distracted to get any attention towards external affairs (while simultaneously battling separatist forces, keeping them off humanity's back) isn't that bad of an idea.
