tbh, IceFrog said he wanted every hero to have an Agh's effect at some point. I remember one DotA patch that added in an effect for a pretty large amount of the cast.

Normally, the heroes' own abilities take precedence. So, i'm guessing refraction goes first.

Think about what day of the week it is.
Fuck just had a close game and actually won for once. Playing kotl and I'm able turtle long enough to make a trashtalker from the other team leave the game. After that it went uphill. On top of that, 2 of my teammates were just saying "let them end its over." Feels good to actually win a game in forever.

What heroes benefit from Quelling Blade?
Poor starting attack or heroes that will be fucked if they don't get every hit guaranteed, IE any carry. It's more to deal with harass heavy teams or if you're just bad at last hitting.
