Apparently (what theorycrafting I've read) at the VERY top level of gear (like heroic icc 25) it can be worth stacking armor pen, even for a survival hunter, because with all ilvl 277 armor pen gear with proper enchants and gems your dps can go a liiiittle bit higher, but before that end-level gear MM/armor penetration can't hold a candle to survival.
Even as I type this, my ICC group is taking a break. The MM hunter in our group has about a ~250 higher gearscore, and he's pulling 2k less damage than I am.
Survival > all

I have never been out-dpsed by a MM hunter (and there are a LOT) unless they significantly outgeared me (300+)

There's more factors than just gear in your dps, you probably play with shitty hunters.
Someone with 5500gs could out dps someone with 6500gs, if the person with the higher gs was some downy who rolled his face along the keyboard

ilevel 227 and above MM is better even if you stack agility

I leveled one to 80, geared it to ICC standards and havn't played it since.

Mana efficiency does. MM kills fast, but you OOM extremely fast.
mana pots form quests + viper inbetween respawns/quests kept me fine

MM is the best raiding spec hands down. on most fights if you know how to play you can regain mana with viper without losing dps

and yes you do take mana pots and haste pots into ICC if you arent bad.
being honest i rarely ever use any kind of mana supplment in icc 25, theres just so much regen kicking around it's silly

Don't know anything about high-end content, but I leveled with MM which worked out pretty well, but once I hit 80 I dual spec'ed to Survival and my DPS went up about 20%. As I'm getting better gear I'll compare the two specs again.
Also I heard BM is good for leveling since it's very mana efficient, but using viper I never really had a big problem with mana while leveling.

Don't forget though you probably are getting a 10% AP boost from their Trueshot Aura which adds up in raids.
using MM to level my hunter, hes only level 20 atm the moment, i usually run out of mana after 3 or 4 mobs, put on viper and it usually only takes one mob to get it back up to full
no downtime, except for turning quests in

I think you're missing my point. If he's doing high DPS he'll be doing more with TS aura, which technically you can consider to be part of the MM's hunter DPS.
