Master Chief is in the navy. I doubt the SAS, or America's Delta Force or any of those small special tasks forces have a different ranking system than their parent military systems ranking structure. Same deal with the Chief. He's a Spartan, but the Spartans are naval personnel, and as such, he has a naval rank.

Master Chief is a bland character without a face who didn't even earn his badass status, he was kidnapped against his will and turned into a killing machine. Commander Shepard kicked just as much ass without genetic modification. Plus Shepard gets way more pussy than Master Chief.

It's a rank bestowed upon a SINGLE person. Commander is a commissioned rank and HUNDREDS of people could have the rank at any given time.
