I should assert that an Elite(in the novels) will easily tear apart an entire squad of marines, in the open.
Even Brutes can withstand prolonged exposure(multiple seconds) to over twenty surces of automatic sustained 7.62 fire. The shields carried by Covenant infantry have been calculated(in multiple separate, or related incidents) to be a multiple megajoules affair(2-4 being the most common), with the absolute interpretable low end being around 100 kilojoules(some higher feats can be interpretted as multiple gigajoule affairs, although these are obviously flawed).

Then we get into vehicular considerations, humans have no observed vehicle that can hope to compare to a Scarab. Even our heaviest tanks are vulnerable to a reasonable quantity of anti-armour fire, where as Covenant super heavy vehicles are not(game mechanics not withstanding).
The proliferation of explosive ammunition types amongst Covenant forces is also greater, ignoring the 400 rounds a minute plasma rifle(each shot from which can inflict second or third degree burns on humans via proximity alone), and single Needler rounds that can blow people apart(with multiples being exponentially more powerful) we have the fuel rod gun(an anti-armour rocket launcher, which the recent anime seems to indicate causes a wide area of vaporisation at the impact point(although I’m loathe to use the anime as evidence, other depictions are difficult to come by)), which Grunts seem to carry in high concentrations, can be fired rapidly(five rounds to a clip, and a round can be fired every two seconds or so), and tracks individual targets(with no apparent lock on mechanism).
The Wraith’s main mortar causes damage to all heavy armour within eight metres(through simple heat). The Scarab’s main gun has been calculated at 9.5 gigajoules as a low end(45 is the upper limit).
That's not bringing up the fact that the Covenant in space are totally batty in terms of raw power, and most of the calculations that can be done come to multiple gigatons of TNT equivalent per Plasma Torpedo, some even reach into the teratons.
As in, a single Covenant ship is a global extinction event, if it decides it doesn’t like Earth. By the very highest interpretations, a single Covenant ship can wipe out all complex life on Earth in minutes(although the actual effect would probably take hours to spread fully).
Even the very lowest interpretations result in double digit megatons per Plasma Torpedo. To put that in scale, an atomic bomb doesn't reach double digit megatons.[/QUOTE]

What we know about the scene:
The Master Chief "watched [the planet] for an hour" from the Resolute's bridge. During this time:
"Three dozen Covenant ships—big ones, destroyers and cruisers—winked into view in the system. They were sleek, looking more like sharks than starcraft. Their lateral lines brightened with plasma—then discharged and rained fire down upon Jericho VII."
"The planet’s lakes, rivers, and oceans vaporized"
"Fields and forests were glassy smooth and glowing red-hot in patches."
We also know that "By tomorrow, the atmosphere would boil away, too.", but we don't know the timeframe.
Calc:
We will use the fact that the water in the oceans were vapourised in an hour by three dozen ships to derive a firepower output value for these ships.
General assumptions:
Jericho VII is similar to Earth and so has around the same mass of ocean as Earth (1.35 x 10^21 kg)
Average ocean temperature is 20 degrees celcius.
Low-end assumptions:
We only take the effect of the attack on the oceans. Any effect on the lakes, rivers, fields, and forests mentioned are not included (so the actual value should be higher than this)
The glassing occured with 100% efficiency.
The glassing took the full hour (so we ignore the time taken for the Covenant to jump in, and approach the planet)
Data:
Latent heat of vaporisation of water: 2260 J g^-1 = 2260000 J kg^-1
Specific heat capacity of water: 4.1813 J g^-1 K^-1 = 4181.3 J kg^-1 K^-1
Calculations:
Total energy required to elevate 1kg of water from 20 degrees C to 100 degrees C, and then vapourise:
2260000 + 4181.3 * 80 = 2.5945 x 10 ^ 6 J kg^-1
Total mass of water in oceans is 1.35 x 10 ^ 21 kg
Total energy expended to vapourise oceans:
1.35 x 10^21 * 2.5945 x 10^6 = 3.50 x 10^27 J per hour per 36 ships
So power output = 2.70 x 10^22 W per ship
This is equal to 6.45 x 10^12 tons of TNT per second, or 6.45 Teratons of TNT per second, low end, for larger Covenant ships (destroyers or cruisers).

(You can actually see some of these in the citadel during the pod ride).
And still, even the policing forces have rifles that use and shoot energy that god-damn literally turns anything it touches into atoms. Think about what their actual military forces use?
Also even if its not shown or mentioned does the Combine have Space Forces doesn't mean they don't. We have no idea what their ships are capable of, for all we know they could be on the level with forerunner ships.
All in all, Combine is a lot more powerfull Empire than what Covenant ever could be, besides, Combine is fighting all-out-war with another Empire that is capable of controlling time, space, and teleport technology. And yet Combine is still around means that they got a lot of aces up their sleeves we don't know about.

Marc Laidlaw confirmed that the supercontroller seen in half life was escaping combine throught dimensions (meaning that combine is capable of entering and exiting dimensions).
It is also pretty God-damn obvious (and also confirmed by valve) that what remains of mankind is turned into puppet state and kept in line with police forces, [B]not military forces[/B]. Latter being seen inside Citadel during the pod-ride. The all-out-war with another empire is heavily implied with the G-Man
