I guess humanity doesn't have the resources by then. Which is weird, cause by then you'd think colonizing multiple solar systems would have yielded some damned good minerals we haven't seen before that could kick alien ass.

Some Human tech even is more advanced than the Covenant. Like the NOVA bomb which wiped out half a fleet and scorched the planet the fleet was orbiting, but the only reason it was used because the Covenant engineers accidently fixed the countdown timer after they captured it.. They were pretty new and limited by 2552.
