The good reason is that the Cell Processor (or whatever that shits called) is unreasonably complicated and different, and an obvious step in the wrong direction for game development. It requires a lot more work to port a game from PC to Xbox (or vice versa) than to do any PS3 to PC/Xbox port (or vice versa), because it doesn't run on the more standardised x86 architecture (I think, I'm just going off memory and I'm tired and not really bothered)

And that's why EA handled the PS3 port and that's why they can do that again.
As for the "proof" you provided. I assume it was about the load times and the framerate and the usual crap, right? That was EA's fault. Entirely.
Please note that Portal doesn't have a single fault with it. Proof that it [u][i]CAN[/u][/i] run well but that EA made a crappy Port.

Because
A) The PS3 version of the Orange Box sold several hundred thousand copies. More than enough to fill Valve's pockets.
B) EA did all the work in porting the game, so Valve doesn't really waste much money.
