No need for spoiler tags, but it has no charges, you can use it multiple times from what I understand, 4 hour cooldown though.

so after some careful testing on the sindragosa fight, I think Killing Spree (combat rogue ability) may bug out Blistering Cold if you time it if the jump (maybe just first jump?) coincides perfectly with the pull.

I was trying to time Killing Spree with Blistering Cold because I noticed an instance where none of the raid members got pulled in as I was Killing Spree-ing, and it happened a couple more times.
