I've only seen a couple Cassiopeia's before, both of which didn't do any real damage, and didn't look like a lot of fun to play.

I played against a Jarvan + Xin lane a while ago, it was pretty cool. Jarvan ults someone, Xin jumps in for the double knockup and Xin ult. Dead.

Teemo and I have a good relationship. If my normal queue team seems retarded and tells me to tank I lock heal + revive teemo.
AP/AS teemo is how to ball hard.
Your skill order is Blinding dart at level 1 then follow this progression
Ulti (shrooms are sick awesome good) -> Passive poison (free awesome AP scaling dots) -> Move quick (free ghost, this is how you BD, escape, chase, basically this is how you teemo) -> Blinding dart (good at level 1 for the blind + harass)
You want to build AP mainly, Nashor's Tooth is teemo's BFF. Maladies are dumb but you can trollolol with them.
Boots of mobility aren't too bad if you want to play the BD / roaming game.
Just remember that in order to team fight with AP/AS teemo you can't be taking any damage (stay near the back and sides, don't get caught with a snare / stun) drop your blinds on physical carries, drop your auto attacks on squishies. Sometimes if you're pressured you'll have to auto attack tanks which is bad but at least you get damage in.
Spam R all day every day.
Runes are CDR blue, Mana Regen Yellows, Magic pen reds. Quints to taste (swiftness if you're a naughty little teemo)

News flash. Jarvan is good. He fits into 100% of team comps. The only areas his weak at is solo mid or solo top during the early game (He'll solo top a lot on EU servers though). He's great at pushing creep, ganking, escaping, and team fighting.
Possible lane partners? Nearly EVERY champ. Combine him with other stuns, knockups, AoE attacks, anything. Other blinks work well too.
Jarvan ulti + anyone else doing anything = BROKEN IN HALF.
He's an all star. The only thing is that he doesn't Roam as well as Alistar does.
List of good laning partners:
Akali, Alistar, Amumu, Anivia, Annie, Ashe, Blitzcrank, Caitlyn, Cassiopeia, Cho'Gath, Corki, Eve, Ez, Fiddles, Galio, GP, Garen, Gragas, Heimer, Irelia, Jana, Jax, Karma, Karthus...

The whole POINT of the stun is that you can land her full nuke combo, which if you use exhaust after they're out of the stun, allows to to hit 5-6 of the Talon thingy on them.
That's 300dmg from ult, + 700 from original combo, +5x250 damage from talon skill.

She's bad because her ulti almost never stuns (there's enough time for everyone to turn around), she doesn't have enough mana to sustain her combo, and she relies heavily on chaining her skills.
Compare her to other AP casters:
Ryze: He's a joke now, spam Q is his combo. 400 damage every 3 seconds, his full combo is something stupid like 1k+ damage every 9-10 seconds.
Annie: AoE stun which ALWAYS works. 3 Second Q = ~400 damage. Tibblers = AoE stun, AoE Burst + sustained damage ~140 per second to one target, ~80 per second to other targets
Malzahar: His ulti is a long long long stun. His Dots + silence + pool have crazy scaling, he spams his skills a lot.
Leblanc: Fuck off her base damage is ridiculous, she's not item dependant at all, and then she gets items and snowballs hard
Anivia: Easy to combo (still) and combos more often + more consistently than cassiopeia, combos more than any other AP champ
Kassadin: Massive AoE damage, Massive damage with silence, 3 second flash <- crazy good ulti
Sion: As an AP burst he has lots of things going for him. Easy farming (shield pop it lock it). Great scaling (both are 1.0 scaling herp derp). 2 second stun which has the 1.0 scaling and easily chains into his shield.
Veigar: More consistent stun, good AoE damage, has an amazing Q which farms him free AP, his ulti wrecks anyone else who has AP
