He never got it... He went for Mejai's Soulstealer - Sorcerers Boots - Big Wand - Needlessly Large Rod.
And he fed the team running around on their side of the map trying to play mushrooms which did no damage considering their team all got MR...

ALT + F4 or press the X on the launcher.
There's no way to do it without avoiding the penalty, though. But I'm not sure if it counts towards your leaver score...

Normal = JUST TIME PENALTY.
Ranked = Leave, Loss, 15-30 Elo loss (read Zil saying this 2 days ago), time penalty.
