No real affect on gameplay, except this might make it so he either has no field of vision at all, making him depend on allies to know where an enemy is, or having a very short one, so he can attack people that are near him if he runs in to somebody.

This is all just guessing based on the icons and what we know of him from lore already.(He's the monk that set himself on fire in Ionia, definitely.) I don't care if you agree or disagree, I'm just passing time while I wait for the servers to come back up.

I've only played 1 game with Poppy so far, and I only got 2 kills because every time I'd get someone near death, somebody else would steal the last hit. And I think I had about 10 deaths, can't be sure though, since I can't check right now.

If you got the newest patcher, just leave it in the background.
It will change to busy, and then you'll be able to press play.

Use the CTRL + L then Javascript;SetServerStatus(1) (Or something like that) on the old launcher.

Okay, the Poppy game was 7/17/16, and my first game as Ryze was 2/14/11(we won). Then right before I had to get off the computer, I played a game as Soraka and went 1/4/5, which ended in less than 30 minutes. Both the Ryze and Soraka games I lagged like hell, too.
