Your calculations are wrong.
With the new system you have to take into account the time games take. While I agree the IP for losing is now dogshit, the win IP is fine. Ironically surrender at 20 if you're losing bad since it minimizes the other team's IP and maximizes yours.
Winning every game at 20 minutes is still the fastest.
Winning at 40+ isn't as slow as before

When I win in my matches, I always get around 75 IP.
When I lose I get around 70 IP too. (Well, 60 in my latest matches)
I used to get 115 each win before, now I get 75 avg, and sometimes 140 IP..
Most of my won games are fast.

Since I've been playing Cho'gath it's become a fun character, easy to maneuver and shit. Now I'm not sure about this. I was planning to save up 3150 IP to buy Warwick, but Cho'gath costs the same.
After the free week I don't doubt I'll miss Cho, but if I buy Warwick I would be kinda dissapointed.
Should I just buy Cho instead of Warwick?

Get RP and get them both? Or you could wait until a WW free week and see if you like WW as much as Cho...
As far as their roles are concerned they're both fantastic.
WW is a god tier jungler (alongside nunu, shen (wtf shen), and udyr el oh el trololol)
Cho is big fat, hard to kill and can dish out mad CC.
What it comes down to is what do you want to do. Do you want to jungle it up, then fucking MURDER PEOPLE.
Or do you have BIG BALLS and demand attention while EATING people.
