I did enjoy the other games, but Fallout 3 was lacking in the tech department. It really didn't look all that great graphically, the ending was disappointing, and the voice overs were kind of bad. Don't get me wrong, it was fun to play, but it could have been much better.
This is where the modding comes in. Bethesda's RPGs have such massive support for easily modifying anything about them and that adds absolute masses of replay value. If you play them on a console, that's your loss and the game will be less special because of it. Also some of the official DLC for Fallout 3 was actually really nice (Although a couple of them were a bit combat based). A new engine would mean either cutting out this great modding support entirely or spending years developing new user-friendly modding tools, which are an important part of their games. (By Bethesda's RPGs I'm referring to the engine and structure, since it's not actually them making this one themselves)
New Vegas looks like a mod for Fallout 3.
Which is quite funny being that FO3 looked and played like a mod for Oblivion. Not that stoked for New Vegas, FO3 was a piece of shit and this looks more or less the same.
I didn't like Fallout 3 that much. The voice acting sucked, the story was mediocre and the game was too easy. Finding first aid and ammo almost everywhere made the game too easy. I am looking forward to New Vegas because it's going to be a bit more like Fallout 1 and 2. EDIT: Also New Vegas has a hardcore mode that makes surviving in the wasteland a lot harder.
If it's a mod, what do you guys want it to be, new engine, new gameplay? F3 was pretty much awesome, yeah it had some bugs, but it was nice to explore, also tons of people to talk to and a nice little story, I bet this game has those too and that's enough for me.

I buy all my games for the PC hoping there will be quality mods, but sometimes that fails. lol.
