Isn't Huxley suppose to be released some time soon? Its a shoot 'um up mmo set in the future.
Guild Wars. Stats on gear are minimal, obtaining it doesn't require any hardcore play. It's mostly how you distribute your Attribute points, what skills you have (obtaining them adds some nice longevity), and how you use them in effective build combinations.

From reading it would seem more of teamwork tactics, and tactical placement. With skill place around everywhere else.

Saying this is like saying 99% of rts games and half of fps games aren't skill based. And planetsiide has no classes and it is a mmo.

One problem with EVE though, higher the skills, the longer you have to wait for them to be done, say you got drones at 4, and you want 5, well thats more than 2 days of wait. (Real time, not server time)

Hell, if there was one, I guarantee you, that only people with no lives you play that game, so they can waste more of their time on earth. And if some people who have lives play, they will probably fool around with friends on there, and not play like the life less people. (Personal Opinion, don't get pissed at me for an opinion)

Planetside, as previously stated, puts all players on an equal level. The only thing having a higher Battle Rank gives you is more versatility. Basically: BR 6 can only get a small amount of certs, but can still choose to specialize in something and do it quite well, like the Uni-MAX certification (allows access to all 3 MAX suits). BR25 has more cert points, but that just means he has access to more certifications at once. He is still limited to the same amount of guns carried, with the same inventory size and same damage done.
In other words, for experienced players, their array of choices is not better, only wider, and I think it was a great system.
In my opinion i don't really think there are many out there with a good community that play what you are looking for then again i might be wrong but i would say every MMO requires some form of skill. For example in WOW( which is the MMO that i play) it takes a certain degree of skill to be able to tank a mob with out losing aggro and possibly causing a wipe, but that it just my opinion.
I would recommend that you try some MMOs's that catch your eye, because every post here is opinion bases go with what you like dont follow some bloke from the internets views.

It's point&click, but the combat itself is rather skill based (each attack type has its own counter, block a regular attack with guard, opponent foresees it and uses rush to break though guard, you throw a spell at him to break his rush charge up, he cancels his charge and dodges right as your spell finishes casting, he runs up to you and gets 3 attacks in, you get knocked back, the enemy prepares a counter, your pet runs up and uses a spin attack breaking though his counter, you run up and get a few hits in, and so on.)

There isn't a real name for it, mainly because the only MMO to not rely on a point and click combat system is Planetside. Twitch-based seems to be the consensus majority as to what such a game would be called. Darkfall looks pretty twitch-based, but I heard Darkfall blows, too. I imagine it's an alright game, it just got a bit too hyped. And over-priced.

The upcoming Mortal Online is apparently a twitch based game as well. I thought I knew some others but I can't remember them, and honestly, they were likely shit.
Jumpgate and the upcoming sequel, Jumpgate: Evolution. It's designed so a really good player in the starting ship could take down someone who's been playing for ages in a very advanced craft. It's not a third-person thing either. You're in direct control of your craft.

I've actually heard that you can change WoW's combat so that you fight how I'd like, is that true?
Darkfall mainly due to the control scheme, you aim everything, melee attacks (controlled in third person), archery, and magic (missile attacks are first person). I think it's the best skill based MMO out, but keep in mind that PvP is about the only thing to do and it's full loot, so if you die all your gear on you drops on your corpse (but you also can loot other players, so it balances out).
There are a few problems I found in the game which are the large amount of skillpoint grinding, lack of small scale PvP, and the absolute requirement of having a clan/guild (soloing 100% in this game is near impossible), basically join a clan, skill up, and PvP.
Honestly though, the developers screwed up I think since now it's so hard for new characters to get a start. If you have a clan lined up, it's not so bad, just you might not be doing enough damage to be competative, but 1 month of skilling up should make a big difference.
The only other MMOs I really played are Age of Conan (content sucks ass), World of Warcraft (overrated piece of carebear shit), Eve Online (great game, strong learning curve, but I wouldn't call it a skill based game as it uses lock on targeting and that sort of thing, but not to say everyone can PvP), RuneScape (*face palm*), and some shitty Korean MMOs that my friends played for a few weeks.
Darkfall if you can handle it, or try out Eve Online, I can send 21 day trials if anybody wants them.
