I'm not too familiar with the tier system, when it's an OU Tier battle am I limited to that tier, or can I go below it as well?
(As you can tell, I'm not too hardcore with this, usually just play with friends.)
When in OU you can use Bl, UU and NU.

Strength is in the town with the electric gym leader, building northwest of the pokecenter someone in there gives it to you. You can also walk along a pillar bridge to get over there without strength.
