It can be made quite buffy with the right EVs, I used one as a Rapid Spinner and Anti-Gyarados, and it worked wuite well.

After opening up the ROM, go to file -> Load State or something. I assume you're saving it by File -> Save State, or Shift + F1.

Yeah but start using states after you patch. If you patch you can't load states from before you patched.
