All wings are already in the game files, so are the bosses etc. They also have been tested (not all worked correctly during PTR though.)
The only thing that will need seperate implementation is a little Arthas patch since he has not been tested (externally) yet. All the art assets for his fight are already in-game as well.
They can just open up the new wing without a new patch. It will (at most) require a small bugfix patch and a restart.

Thats what they said, every wing wont be released together, they will be released separately. wing 2 opens 28 days after wing 1, but blizzard said its only this long because of the chrissy holidays, the rest of them will be released in shorter intervals.

Release != new patch.
Opening one of the new wings only takes a server restart. The only thing they need patches for are fixes/Arthas.
