You could always just not murder anyone and report the guy to the guards.

Yes. I stole an apple and ran through 10 guards, out of the city, got a horse, and then got chased a VERY far distance, but escaped! Didn't even have the apple on me during the run.. I ate it before. :(

You could just get a guard mod. If it messes up, just disable the .esp.

After the first one I didnt really feel like following them all so I just assumed they all were not spying. If not I figuered murdering the bunch would solve things.

When you're trying to murder someone you need to sneak. Well, you don't need to, but it stops you from being detected so easily.
If you don't know how to sneak properly, read this, or else skip it.
Press CTRL to begin sneaking. You see that little eye on your crosshair? When it's gold, it means someone can see you or knows you're there. This can be a pain in the arse if, for example, you're trying to kill someone and, say, your horse can see you, because you think a person can but it's the fucking horse. But if it's greyed out, no-one knows you're there. You also get a damage bonus from sneaking.
Try using bow and arrow while sneaking, from a long distance.
When sneaking, stay in the shadows.
Try to kill indoors out of the way. Afaik all the people in that quest go to sleep in a building, so wait till they fall asleep, break in to their house and kill them (If you've done the DB opener you've probably done this to rufio so you know what I mean)
If you want the 1000 Gold reward at the end of the quest, DO NOT turn him in. I tried it, and you don't get anything from the guards and unless you're a high level the loot in his house is crap. There is, however, a "secret" key in his basement behind a plate on one of the shelves that opens the cupboard upstairs, so if you choose to kill Glarthir afterwards then take his house key, then loot it for all it's worth (sadly not much)
If you fight the guards you won't be able to shake your bounty no matter what you do, you'll have to go to jail or pay a fine at some point. All the guards in every city will telepathically know you've committed a crime.
BUT if you get Reneer's Guard Overhaul from tesnexus (which is bloody fantastic) you'll get separate bounties for each city, guards aren't telepathic and best of all you can get NPCs arrested (punch one in the face out of the way of the guards, then lead the angry NPC past a guard and watch them get arrested ;) but you'll probably have an assault bounty (25g I think) seeing as the NPC will be screaming assault at anyone who will listen)

Basically you just download the file, put the .esp in your Oblivion/Data folder, run oblivion, tick the box next to the mod's name and done :) It really is as simple as that.
(There should be an option on that first menu that comes up that says data files or something that brings up a dialog that has a list of things with tickboxes next to them.)

What are you trying to level? If it's a magic skill (conjuration etc.) and you have access to a spell creating altar make a lowest possible effect on self spell for that school (e.g for destruction you'd make it fire damage on self or for conjuration "summon x creature for 1 second on self") then get near a bed, keep casting the spell until you've levelled up. If you run out of magicka rest and when you wake up you'll have full magic again.

Ok thanks I will try it out. The main problem was when I would kill someone in the dead of night who didnt even make it out of their bedroom somehow even the guard at the front gates would know I did it before the body hit the floor.

One more request, Is there a good mod that will increase game preformence? It dosent have to make my game look ultra sexy but something that will stop the stuttering that happens every so often. But if there is a mod that will enable me to sex up the graphics then by all means.
I figuered I should go ahead and get the modding out of the way in the early stages of the game to advoid getting 20 or more hours in and losing everything.

I believe the Qarl's Texture Pack Ridimized or however it's spelled makes it look better without much of a performance hit.

Reneer's Guard Mod manages to fix all that "I accidentally bumped into a guard 12000 miles away from any city, now I have a 1000g bounty :(" problems.

Doesn't OOO have a mod with it that allows harvested stuff to be shown in a harvested state?
I think I got that option using an omod of it, however I used the installer and nothing happens ingame anymore.

The Mage Tower rebuilt mod is great.
Or if you just want a normal house not a tower, Kumiko Manor. It's a real cozy mansion with an alchemy garden in the back and it's own Mages quarters.
