Insanely large magicka pool + weakness spell stacking + shield spell stacking = god mode for mages.
I find it hard to get a high magicka count.

You could always increase your willpower so that your magicka regenerates faster, other than that you should just increase your intelligence to raise your magicka. You could also enchant items to fortify your magicka and/or willpower. Depends on class also.
Make sure you get a good Magicka pool with your race and birthsign.
Other than that, Intelligence increases your magicka pool while Willpower increases how quickly your magicka regenerates to 100%.
Remember that Intelligence also increase your rate of magicka regeneration, but only enough so that it takes the same amount of time to reach full from empty.
For example, if you have 100 magicka that completely regenerates from empty to full in about 20 seconds, then raise your intelligence to increase your total to 150 magicka but do not increase your willpower, then you'll still completely regenerate your magicka from empty to full in 20 seconds.

3.Dump in your Data folder
4.If you have a shortcut to Oblivion, right click that, click properties, and make the Target section look like this: "C:\Program Files\Bethesda Softworks\Oblivion\obse_loader.exe" Or whatever, depending on what drive it's on, and things like that.

1. Yeah
2. There are 2 steps in the readme. Follow them and it'll work.
3. OBSE, and indeed every other oblivion mod on the planet, don't require the use of command prompt.
4. It launches the game as normal, it just adds a few extra scripts for mods to use. If a mod isn't using a script implanted by OBSE, you won't notice it.
