Lazy design on Bethesda's behalf. They just made everyone use the same body mesh and it's hard to get around. It can be done with scripts, but i don't think anyone has yet.

There's a mod out there that adds more traditional feet to the beast races as wearable shoes. Look on planetelderscrolls, I don't know the name of it, sorry.
