At the very least, you'll want the Network Addon Mod off Simtropolis. THe most recent version is May 2010, and it basically retools the transport network to make it actually [i]work[/i]
Watch out though, don't do what I did and breeze through the installation. If you have the UK version, you'll have to switch it to Left-Hand Drive, otherwise, the entire simulation goes tae'shite

Those are the two sites I mainly got the mods from. The thing I like about SC4D is that they have a tracking tool that lets you know what things you've downloaded, which is VERY helpful when it comes to the nightmare of dependencies.
also in simtropolis, there are many threads in there that talk about playing styles, and how one can make these gorgeous enviroments. whether it be making rural farmland, metropolises, suburbs, you name it, it's in there somewhere. check the omnibus @simtropolis for more info.
And if you're running out of ideas, it's good to check the city journals from both places once in a while. they can give you a new idea that you may be able to try out.

I fucking hate the police missions that you can do in Rush Hour. I wanted to complete them all to unlock the deluxe police station, but some of the missions are so fucking annoying - specifically the ones where you have to catch a car. So many fucking times I have gotten close enough to the vehicle to see it but then it vanishes and I am told that the criminals have 'escaped'. What a load of crap.
You know you just need enough crime and you can unlock the deluxe police station.

I had some of the simcity 3000 and 4 songs on my ipod while I was in california, and while we were driving down the highway, I kept imagining buildings and making up cities in the terrain we were driving in.
For some reason, every time I made a city, I could never get to the point where everything stabilized because there was too much pollution before I got the cleaner energy unlocks. :geno:
