He called it "a Bank, or Museum, or whatever it WAS...". Still, I think all fans think further than the developers. The devs most likely just decided "somewhere in eastern Europe". There are a lot of factors that makes it impossible do decide exactly where HL2 takes place.
The vicinity to the sea, for example, means that City 17 cannot be Belgrad, despite resemblance of the Overwatch nexus to the Serbian parliament. If you judge from the overview of the city as seen from the top of the Citadel, City 17 is in fact Manhattan. Or if you judge by the gas pumps at the stations around Highway 17, HL2 clearly takes place somewhere in Sweden.
The point is, the devs have no idea where exactly the game takes place, so neither should you.
Agreed. Valve said somewhere in Eastern Europe, and they wanted it that way. I mean, if you add everything up, I don't think it will show an actual location.
We'd have to factor in:

[list]The Canals System. (Route Kanal - Water Hazard)[/list]
[list]The Coal Mines. (Ravenholm - Episode 2)[/list]
[list]The Alpine Forests. (Episode 2)[/list]
[list]The presence of a Soviet Era Missile Base hidden in the forests.[/list]
[list]The Mil Mi-8 Helicopter with the Vietnamese Air Force roundel in said missile base.[/list]
[list]The large amount of rail transportation. (or maybe gabe just likes trains)[/list]
[list]And many other smaller details, such as the various languages and the Serbian parliament building.[/list]

I was gonna add The Wastelands, but I feel those are a result of the Combine Intervention, possibly due to Resource Draining.
I've heard that one of the level designers comes from Bulgaria. So this explains lot of questions.
My guess is that alyx will pilot the heli and you will be a passenger or gunner, then you will land on the borielas, then you might possibly pick up another vehicle.

They were in the process of draining it.
Hence the dock at the beginning of the buggy portion, where they had to lower you down with a crane onto what used to be underwater.

Even if you could get a tank, don't be surprised if they go the realism route. Tanks typically require crews of at least 4, usually 5: Commander, driver, loader, gunner, and occassionally a machine-gunner. So they'd have to have like 2-3 more people just mysteriously show up to accompany Dr. Freeman in his little tank romp.
I'd like to see a snowmobile. IW would probably sue Valve for "stealing" their idea, though.
