Elise is actually pretty fun and pretty good, in my opinion. If you build her tanky mPen, she seems effective. It takes a bit to get used to her skills and chaining them together, though.

Possibly a dumb question, but do you not get outlines for (twisted treeline?) silver? Me and some friends who'd never played TT played a few ranked games on it and were silver, but I haven't gotten the display outline or profile outline.

she isnt very good; her cooldowns are far too long considering how much damage they do (not enough)

Tell you what though, she absolutely pisses on Teemo. I mean, a lot of champions do, but that huge gapcloser and the hard CC makes him a free snack pretty much any time you feel like. She's, like, the ultimate Teemo counter. And I really dislike Teemo as a rule, so I'm okay with that.
She's still not so useful past the laning phase unless she gets quite fed, though.
There are a lot of ultimate Teemo counters.
I assume you're talking about top: Jax, Pantheon, Kha'Zix, pretty much anyone who doesn't do damage with on-hit attacks can nuke the shit out of Teemo top.
