Basically, Poppy loves health regeneration since it lets her not be harassed to death in lane, and she sucks at farming but is arguably a hyper-carry lategame. The new Tiamat will help in both of those aspects. With Fiora and such I can see how it could be core, but for Poppy it's more like a useful crutch early-game, like a Battlefury is to Dota2 carries.
I could also see it work on Shyvana, totally forgot about that.

Teemo KS'd once then after that they called me out on KS'ing (I did most damage, backed up then killed the target) for the rest of the game whenever they were near me when I got a kill.

people usually check the gankability of lanes in cycles, like every 4 minutes or so. if your dead or have the lane pushed he won't waste his time
if you truly want a gank say so ahead of time and change the creep equilibrium towards your tower, if he doesnt do it then well fuck him

Dunno, that seems pretty strong. Ok, it only grants attack speed, but also proccing on hit effects on the mirrored attacks? You basically gain twice the lifesteal with each autoattack...

just rush deathcap, going RoA or tanky items first is not worth it
after deathcap build abyssal scepter and hourglass or if you're having trouble with mana replace abyssal with unholy grail

gragas has some insane scaling on his q and ult which is the main reason you should rush deathcap if you didn't figure that out
Sometimes I like to play tanky AD Gragas with Triforce, frozen heart, etcetera. If you skill E first his damage is actually pretty insane.

don't think it'd see use on sivir nor urgot

Considering his passive is pretty strong and with aoe now, its basically a small version of Maokai's ult
