Basically boosting all the underrated AD carries, as well as Corki.
Doesn't really help Graves, Ez, Sivir or Vayne that much.

its an on hit effect so yes it will hit 3 champs for stun instead of 1.

Since pick a card changes tf's next attack to have an on hit effect, unless we hear otherwise this will stun 3 people

Seen about 6. 5 of them sucked heavily and were very easily countered and put aside early game. One of them did pretty good but didn't came close to carrying.

The item only creates two missiles that deal half of your regular attack and hit nearby enemies every time you attack, it's doesn't actually make you shoot three targets at once.
Things like Varus pasive affect these missiles, but TF attack modifiers are buffs.
Kog maw: Blade of the ruined king, Runaan’s Hurricane
10% health on hit. over 3 targets.
Plus the sustatain passive on BRK probably works with RH.

Pretty much, except that instead of affecting one unit, it affects up to two other units near your target.
And I imagine that they can't be blocked.
I wonder if Runaan's Hurricane will effect Lulu's Pix passive, and make it shoot extra bolts at three separate targets? That would be kind of awesome. This, and the new Tiamat, definitely opens a lot of new possibilities for AS/On-hit builds.

Just got teamed with the worst kind of Lee Sin. The one that immediately double-taps Q, can't W to an ally and uses his Ultimate to knock people out of yours. I was Cass, we had a Lux and a Wukong. As soon as the moment comes to stun the entire team, bang I knocked Ahri out of the way, you're welcome guys!
Laser is set to snipe Cait? Better save her! Wukong is speeding after that Renekton? Better kick him to safety!

It probably won't, it's technically a separated thing that attacks with you, while the item triggers with your attack.
