It's too small of a change. Your lategame gold difference doesn't have as big of an effect as earlygame, which this is trying to solve. Except it fell flat on it's face in doing that.
People are still going to have exactly the same farm and gold, and support will maybe have 300 extra gold at a time when 300 gold really doesn't mean all that much.
Numbers need to go up on passive gold gain to at the very least a free gp5 item, because junglers and supports will stay exactly the same if they keep it as is.

Been playing quite a lot of Syndra lately. Never really lost my lane against anyone. Her late-game is pretty strong considering your Q hits for truckloads on a 3 second cooldown. Add to that your ult which will destroy their AP/AD-carry.
The only real downside is the lack of escapes when your E is on CD. You can slow them with a quick Q-W combo but that might not be enough.
A burst mage that has to set up a burst.
She sucks.

Most of the time 1 extra ball on the field will be enough to take down 50-70% of a carry's health. If you hit that Q on said carry you'll take 'em down even further.
Granted, if you need something down NOW Syndra isn't the ideal champion for that role. But she doesn't suck. Not by a long shot.

And that's just the thing. 0.15 of a second might not sound a lot, but it's the difference between you hitting and stunning the AD carry, and hitting and stunning the tank.
It's not he strength that's in question, she's strong. She just sucks so hard because it's like playing with an additional 150 ping, and that is NEVER good.
She's hella fun to play though and in the end, that's all that matters. You just wont see her much in professional play.
Syndra's not bad, you're right. Every AP carry is just better than her.
