My friend just told me that there was an option to turn on all talk when I thought that it was just disabled for non ranked games, I remember it existing before about a year or two ago but I thought that they must have removed it.

Yeah unfortunately in normal games you still have to wait for the people who take nine years to load.
It is a strange feeling when the game crashes prior to loading and you get back after a a minute and a guy is still loading the game, and you still fucking load before they do.

Now with my new computer I'm the guy that loads instantly but has to wait an eternity.

Zephyr
Randuin's Omen
Guardian Angel.
Any suggestions? Maybe mercury treads still and swap out the zephyr for wit's end?
I would leave the Runic Bulwark to the tanks and supports
Maybe pick up a BotRK since Shyvana has no reliable cc

Ironically he works for Riot, too.
He was testing how bad the nerfs to the Muramana were in the final release as opposed to the last private patch, where apparently MF was unstoppable once she got it.

These proc on Mantheon's E, so after the second E he's got their armor shredded and is dealing +true damage for the most part.

Well, my first S3 game was with Poppy and it didn't go too well since our Nunu was a fuckwit who kept insulting me, but then completely refuted any point he had by going 1/5 and disconnecting.
It'll take a bit to get used to these new items.
