I remember it giving me the charges when I was just sitting on the platform for a few seconds with Q on. I could be wrong. Definitely works in ARAM without dealing damage though.
What do I build to get tanky since HoG is out? Just stack Kindlegems? I got wrecked my first game as Cho Jungle against their Olaf and also fell behind even though I had 2 deaths by about 2 levels.
just checked, you need to keep it on for ~1 second to get the charge, then it gets a charge as soon as it gets off cd

For Cho jungle? I would go Golem Stone, Boots of Move Fast, Philo into Shurelya's, Abyssal or Wit's End for damage and MR, Frozen Heart, and Aegis/Bulwark if your support isn't building it.

There are only maybe 8 champions that seriously benefit from 3 black cleavers with no downside.

The guys who scale exclusively off of AD and get stronger with more CDR.

I think they could have just made the Black Cleaver passive a Unique passive. I don't know why they didn't.
That's what they're doing. The CDR is going unique but they're nerfing the armor penetration.

AD casters get to completely nullify armor and still get beefy as hell.
