Instead of a Rylai, you should consider a Liandry's Torment. Its passive is usually 5% health per tick, but because Nunu's Q ALSO slows, it's 10% current health per tick.
Arguably you could get both Liandry's and Rylai's. It's just a dick move either way to be hit with a snowball that puts you at a quarter health in one go.

It's unfair to compare LoL to DotA2 in terms of features and capabilities. LoL started from scratch in 2009. DotA2 was built on the Source engine and already had the staff to develop the game from the start.
Not to mention Valve doesn't have to do dramatic balance overhauls like Riot.

You, as an AD Carry, spend 2.2k gold on an item that is potentially useless for 60 seconds.
In other words, you spend 2.2k gold in an item that, for a certain time, has a value of 0 gold on your character. Putting yourself that far behind the opposing AD carry is never good.

You don't just program something in two days. Valve already had the technology and means to implement a replay system from day 1. Remember how long the spectator system in LoL was in beta for?

popularity -> money -> resources to improve the game
true, Valve did have the resources to implement it, and they did. As one of the most-played online games, League has certainly generated enough money for Riot to implement a replay system, yet they haven't.
