Out of my friends, I'm the only one that mains support and nobody else mains jungle. Yet we continue to play and lose every game because they push so hard on our lanes, deny our farm, and snowball to death. The only way we ever win is by winning a clutch team fight once in a blue moon.

They whipped up a lan client in 2 days.
It's not about lacking money, they just flat out don't see it being a good business decision as of yet. If you're on non windows 8 you can use lolreplay and that seems to be it for most people. No point in riot making a replay system if there's one already out there, even if it's not what a first party one would be. For them, it makes more sense to put resources into other things.
People might hate to admit it, but any business is about money first and foremost.

I want an official replay system too and I think Riot will implement one soon(tm) but I'm not holding my breath. I can't speak for if they have the means to do it in an appropriate time frame but I do know that Riot is still trying to hire a lot of people.
