He's one of the best at 1v1'ing the enemy Jungler early game, all his abilities scale off his AD, his E deals magic damage meaning it's not easy to effectively itemise against. His Q deals more damage based on missing health, making him really scary early game.
The simple fact he has two abilities that lead off from each other will make him a stronger duelist.
I want to get Vi via purchase, but my friend says not to since why pay when you can get it for free? And then he says I wouldn't be able to play her since I am new to the game (level 5). What do you guys think?

I'd personally say that you should wait with even thinking about buying champions (unless you have a overabundance of IP) until after level 20. At level 20, you get the last tier of Runes that are well worth saving IP for.
Riven nerf isn't that bad. Her base health regeneration was fucking monstrous insanity when you consider that almost all Riven players are going to rush a Bloodthirster or Blade of the whateverthingy which gives life steal. Couple that with an AD-scaling shield (The only one in the game) and her free resource system, she was really hard to push out if she got even the slightest lead on you.
Gutting her HP/5 and increasing the base shield value means if you're [u]actually good[/u] at Riven, you'll still be good, instead of just getting your mistakes erased by dicking around for a minute and healing on base stats alone.

I mean christ, she has an AD-scaling shield to absorb damage, plus and AD-scaling auto-attack modifier that acted as bonus AD (Meaning extra life steal), plus her ult which gave bonus AD based on bonus AD that scaled on her AD scaling AD modifier AD AD AD AD AD which also gives a bigger shield.
What the hell else do you need on her?

They're nerfing Talon a bit because they're fixing the bug on Cutthroat and the fact that S3 itemization is a lot better for AD casters now.

At this point in the game, only buy champions that you've played and that you like. The 450/1350 IP champions are the easiest to learn, and they're usually pretty overpowered at low levels anyway. I would very strongly recommend against purchasing Vi - she's a difficult champion to play.
If you enjoy playing, you'll make IP without grinding for it. Save real money for skins.

I never regretted buying her in S2, I haven't played her in S3 yet though, so I haven't tried all the new items like Muramana and DFG on her.

Akali is so much fun. Once I hit level 6 and get my ulti, it's ridiculously easy to harass enemies. Mark him with Q, Shadow Dance in, place Twilight Shroud, stealth just for a millisecond, proc mark & glide back to safety.
Ten kills guaranteed each game. Takes a bit to get used to but she's probably the most fun champion I've played so far.

Basically you have to know that you're not going to be much of a monster mid-game by relying on your base values but once that Muramana is stacked you can start oneshotting people more efficiently than Leblanc.
Apparantly this interaction with Syndra has been noted by Riot and is being kept for the moment.
