How do I build solo top Shen? Is he built AP or AD aside from tankiness?

Shen's main objective is to be able to splitpush and be an annoying bastard lategame, while also being a threat in teamfights.
Statik Shiv, Wits End, and Sunfire Cape are almost always seen on him. Take an abyssal scepter if you have decent AP damage on your team (aside from mid), take a Stark's if your support doesn't, take a Frozen Mallet if you need some CC, get a Trinity Force if you want to actually do some damage in the teamfight.
AP or AD...that's up to you. Remember that his Q is his only offensive ability. You'd much rather stack the health for his W and survivability. Trinity is probably his best damaging item.

Statik Shiv is a PD-like item. It's for AD carries, Trynda, Crit Yi.

The best build for shen
warmogs, wit's end, mercs, blade of the ruined king
you can get two other items in your build before or after these but man singed just does so well with them
sunfire is pretty great on him because it gives you armor for your shield
mallet too
maybe swiftness+zephyr if you're carrying
I am pretty sure a shen with warmogs, wit's end, and botrk can solo baron

It would be a PD-like item if it would have crit. It doesn't though, main reason why it's a crap item, too.

Just splash some more cash on a PD and get a lot more damage for your money, you're an AD carry your wave clear is going to be fast after IE/PD regardless.

It's 100 damage on the lightning, yeah? So on a crit that should be 200 if you have the base crit modifier. That's not a whole lot, but I suppose it could add up.
Remember it's magic damage, so you get 0 penetration on that
