Ap depends completely on your playstyle. Fun is also a taste matter. I find Lux, Ahri and Anivia most fun.

I have both. if i could, i'd refund Blight in a heartbeat. Arclight is a gorgeous skin, given that it has new spell effects etc i'm suprised it isn't priced as a legendary skin.

It does in that each shot builds for 3. The extra damage is only for the main shot (i think)

Don't use it to replace IE, hah. I mean, PD and IE and probably BT are still core, but Runaan's might be a nice situational pick.
runaan on cait is a nice as item if you know you are getting a lot of fights either in the jungle, where you can shoot from a bush and it charges her passive every 2 shots (6 charges per aa), or fight near minions, so you'll get the charges either way. Kinda situational. Gives amazing pushing power too, but as an adc it's not like you need it.
What is with people disconnecting lately?
Last 5 ranked games had a person disconnecting.
3-4 of them were due to power related issues. Fuck.
2 won and 3 lost due to someone DC'ing so far. Not fun.
So sick of losing because of the excuse "It's only a normal game, why do you even care?". Don't fucking play league then if you don't care, then you wonder why you're on a 10 game losing streak. So sick of bad players lately.

Both, I normally do blind but this started happening. Switched to draft and get the same thing. I mean I understand "just play ranked then". I like screwing around sometimes with builds or champions I don't often play but running into this is bullshit enough.
I once went against a Karthus the day after Ionian Boots of Lucidity were introduced.
He bought them and got himself the Golem Buff, probably had masteries to get the last 10% CDR. In a nutshell, 0.6 second skittles instead of 1 second. It was a fucking mindfield of hilarity.
