Add any amount of armor pen (which an adc almost always has in masteries) then she's got less effective health than a melee minion

ADc's usually go with flat AD.
Supports usually have armor runes.

Hmm, I want to try an AP/AS build on Miss Fortune. With her W, Malady, and Spellsword mastery, that is a .20 AP ratio on her auto-attacks plus 29 magic damage. Her base AD is 49.5-100.5 and so... assuming she has 300 AP that is 89 magic damage plus her base AD.
HOWEVER, her W stacks up to four times on the same target, so after the fourth consecutive hit that is 296 magic damage a hit, plus malady damage (15) for a total of 311 magic damage plus base AD.
Compare this to Teemo with his .45 possible AP ratio (W+Malady+Spellsword) on attack plus poison. With 300 AP and without poison one attack would do 185 magic damage plus base AD, and with poison would do 380 plus base AD (assuming the poison ticks fully without being reapplied).
Not too shabby if the MF gets her four stacks, especially considering that Teemo's poison DoT doesn't stack so, realistically, in an on-going duel with multiple auto-attacks his poison's damage wouldn't matter as much.
ANOTHER HOWEVER, this is only assuming that the whole .20 AP ratio on her autoattacks stacks 4 times, instead of just the W ratio. Assuming only the W ratio stacks, that is still 89 magic damage an attack but only 134 magic damage on the fourth stack, obviously not nearly as good.
I'm not sure - it's worth a try, but if only the W ratio stacks then it probably ain't good at all.

Well, if MF's entire ratios stack it's pretty awesome because it basically gives her AAs an 80% AP ratio, but I have a feeling they don't and otherwise it's mediocre at best.
