You don't proc the damage on each attack, whereas Sion can crit you for close to 900 with 100% lifesteal to go along with it and his capped atspeed.
But yes, Nasus is more reliable overall, but if you give either one the same godlike amount of farm (800 creeps) Sion balls harder.

Nasus will end the game well before given the chance to farm 500, much less 800.

shyvana's pretty good, i'd say close to top tier because her clear is relatively quick, no mana never hurts, and she can counterjungle like a beotch
