Where as if you actually changed the voice actors of some of the lines, then it adds verity without sounding out of place. I'll make up a test to show you what it's like soon.

Even if it was high quality voice acting, I think it would bother me.
If anything, just give specific (Newly-added) citizens unique voices. There's atleast two cases in Episode 2 where a rebel is voiced by an entirely different voice actor. (Sheckley and one minor rebel at the garage.)
I kind of think that there should be citizens with wide amount of accents instead of just american etc considering how most of those citizens were most likely from around the world before the invasion.
Why don't we contribute random voice clips? Then we can feel like we actually helped.
I always thought that was kind of lazy of valve, to only have 2 voice actors for the male / female citizens / rebels

Or at least have the voice actors do a load of different voices.

I'm fifteen but I've got a bass singing voice, and I'm an American of Lithuanian descent. Lithuania is super eastern Europe. Plus, I'm huge. All Lithuanians are. I say you should throw a few extra people into an easter egg that's accessed through a certain alley in Ravenholm where you find a bunch of guys who actually survived the missle attack but are too scared to go out there because a crazy guy's shooting everything he sees and thinks he's a priest. It'll just be a place full of ammo and health and it'll have a TV showing the HL2 logo with the Facepunch logo in the center and the whole thing is red. [sp]you dont have to do that but that would be rad yo[/sp]

It would make since because of the fact that you used a train to escape City 17 and it probably stopped in Russia. (Although I guess we we're talking about Hl2 not Ep2 but the same error still applies.)

The only signs I've seen around are either in Russian or in English. Even the environment looks Russian (other than the advanced technology and absence of heroin). Half-Life 2 definitely had a Russian style to it along with a smaller mix of other places. Also, take note of the broken vehicles in the game - every single one of them resembles a Russian/Ukrainian vehicle.

I can't imagine a company going back just to retexture a prop for a one time use. Your logic is valid, but you are basically stating that nothing is set in a real world location unless it actually happened in reality (thus, any fictitious work is not set in any real world location). I lived in Russia for most of my life, and the environment of Half-Life 2 closely resembles the one you would find there (with the exception of aliens and stuff like that).
