Well eli had a cremator head in a jar in his lab, said he had no idea what it was. So cremators exist in the canon, Theyre simply not well known to the characters, im imagining the rebels/citizens have based an urban legend around him, like a boogeyman of sorts.

I think the face is okay but now I'm bugged by his beard. I think it's maybe too detailed and at the same time not thick enough.

The eyebrows are tallest outermost, I think if you level them out slightly, perhaps shift it around it would look better/more like breen.

Hm, yeah, still too bright. But there is still something about the eyes that make your Breen look alien-y. Maybe the pupils should be a bit bigger?
I don't know what it is about it, but the beard is definitely off. It looks like white wires coming out of his face, as opposed to hair (especially near where beard meets shaved face).
His beard and moustache cover his lips too much.

The skin actually looks really good here. The problem with the pictures you're posting is that it's as if his face textures are all fullbright against the map he's standing in... So while the background is all moody and dark, his entire head is just like some kind of painted light bulb, you know?
Is that intentional for any reason?

No, it's just I was trying to find the best lighting, Breen office seemed the best. Plus with the darker background, you focus more on the face, right?

Nitpicking! The shape of his beard is off:

The direction of his beard definitely need reworking. The hair should be flowing downwards (especially along his jawline). His original beard appears to thin out at the lowest corners (either side of his chin), and is at its thickest directly on his chin — Find a way to make the beard at his chin appear thicker, even if you just lighten the area.
Also, it seems you've got hair growing [i]on[/i] his lower lip? Try to keep the hair on the edge of his lip, or add more definition to the edge (maybe darken the area underneath).

The Hydra from what we saw didn't seem to me big enough to warrant something so elaborate, I could see it as something like how the floor turrets acted in the suppression building during the street war. The "seeing" head could always be poking its head out, and when the player draws too close the other heads would come out and strike. Then like the floor turrets, one could just drop a grenade down it's little hole and it would die. Perhaps even some blue translucent, veiny biomass could surround the hole to make it's presence seem strong.
As cool as it would be, it'd be a pain, the beta models would probably either need a ton of work, or they'd need to be modeled/textured, animated, scripted and placed from scratch.
Oh yeah, I didn't mean give it its own room or something, I meant like when the tentacle shows up a second time and it's more of an obstacle in an arena.
Hydras and cremators aren't necessary. This mod aims to improve HL2 and bring the visuals up to date with other games, not bring back cut enemies. As cool as it would be, I think you should just stick to your original goals especially if you ever want to release this mod. Scope creep kills mods way too often.

I still think seeing a cameo appearance of the Cremator would be a really awesome throw-back. But I don't think it should be on a CRT, it should be seen in person, at a distance or height (?) that the player wouldn't be able to get to before the Cremator left.

I'd like to see the cremator make an appearance, but I think it should be something that's left until later to decide on, after everything else is pretty much finished.

I just thought something like, you're walking through the sewers and you come up to a tunnel blocked by a grate, there's a T junction at the other end. A huge burst of flame comes around the corner and burns up a corpse, then a cremator slowly walks past, stopping and looking at you for a moment before continuing on
Then through the level you'd hear the occasional sound of a flamethrower, along with some echoing screams
