And we've got rebels! and zombies! and metrocops? Did you know that metrocops have about half the pollys that alyx has? Should i even go into how undeveloped zombies are? I mean three pairs of legs,about four torsos and a couple of arms and we've fixed quite a lot!
Not to mention The textures and models of the random things in the world. Do you have any idea how much better the grass and dirt textures would look with a bump map? or cobblestones with parallax? or better bulletholes? or a detail overlay for wood? Maybe you could even turn manhacks into light sources? All easier and more useful than breen.

I'm not about to go and do a half-assed job on a texture just because you don't see him very often throughout the game. By your logic, I should never have done G-man, because you only see him close up in 2 scenes, and very far away the rest of the time. Yes there are other characters and objects that need to be redone too, but what's wrong with doing some of the main character's textures first? We're still waiting on a character modeler too, so I've just been doing the facemaps of the characters, as all but Alyx, Eli, and some of the citizens won't really have different facemap layouts.
I have also been working on environment textures too, when I work on a texture, I don't just work on one at a time, I work on several, that way, if I don't feel in the mood to do one texture, I have options for what I want to work on in the mean time. So I'm not procrastinating with Breen, or any other texture.
Also, on quality of models, he is one of the better models, yes, but majority of models are outdated now and should be improved.

I would love to help but I've only modeled props and mechanical objects so far, I just recently figured out how to model a hand, as my first organic model.

The shadows on the "Top" part of the hair are a lot bluer, whilst his sideburns and lower areas of hair are much warmer shadows; make sure to color correct the layers so they fit.
Also, try to "blend" the areas where you change the texture based on the actual hair, so select all black or dark colors, then remove from there; then clear the remaining "hair" that you wanted to remove (while maintaining the sharper edge you made)

I don't make models, just textures. We have 4 modelers, however most of them are not very experienced when it comes to character modeling, so instead they're creating the weapons, vehicle, and environment models. So we are still waiting on modelers for characters, and maybe a few more weapon/environment modelers.

The side hair thing seems to be quite a bit less fine than the hair of his lower jaw; it's a bit of a break. Overall though all of these textures are looking marvelous.

That will be fixed sooner or later, we haven't been editing maps or textures this far into the game just yet. We're focusing on the trainstation, streets, and canals first.
