The next time you create a character, there will be a button named Skip Tutorial, right under I am Done! button.
If you did push that I am done button, then you'r done for it and you will have to do the tutorial again. :v:

Yeah, there are tailors around the city, you have to pay some money (in game, not real money) but its cheap as hell.

In canada there is some guy who sells stars for like 25 silver coins (whatever the fuck the name of the currency is).
Other than that, the regular method is to do mssions and kill shit.

Money is used mostly to respecialize your character, the auction system sucks tits and you generally would mostly need SuperGroup mates at higher lvls, to make you stuff.
Other than that, money is pretty scarse.
